Our Priorities

Leading the transformation of Carlisle

We are determined to establish Carlisle as a leading heritage city with a successful university, a vibrant city centre, and the infrastructure to support growth. This is based on our understanding of the key economic drivers for Carlisle, past, present and future. Find out more about these in About Carlisle.


We are focused on actions which we believe can make a significant contribution to the economic growth of Carlisle, and those which will have a positive impact throughout its city-region. Our priorities are:

  • Supporting the expansion of higher education in Carlisle by developing Caldew Riverside as the new city centre headquarters and campus for the University of Cumbria
  • Establishing the Historic Quarter as a  signature tourism destination capable of attracting a growing number of visitors to Carlisle
  • Strengthening the competitive position of Carlisle's city centre as a  location for retail, leisure, cultural and commercial activities
  • Maximising the economic benefits of the M6 Corridor though Carlisle and its strategic location for business 

There are many things that need to happen to bring about the renaissance of Carlisle and our priorities and activities complement those set out in the Carlisle Economic Strategy and the Community Plan for Carlisle.
